在论坛运营的过程中，经常会遇到广告机器人。它们会自动注册账号，自动刷积分，然后自动给站内的用户发送站内的短消息广告。因此，迫切需要一个插件，能够屏蔽普通用户发来的站内短消息，但同时又不会影响到普通用户给管理员和版主发送站内短消息。
为了解决该问题，本插件通过限制特定用户组，使其只能给白名单用户组发送短消息，从而有效抑制私信广告问题。
